RE: Donation Award Patty Schachtner and St Croix County Medical Examiner's Office:
I am pleased to inform you that Patty Schachtner, St Croix County Medical Examiner is being
recognized by American Tissue Services Foundation (ATSF) for her outstanding efforts in
providing families with tissue donation options.
American Tissue Services Foundation would like to recognize this achievement with a small
celebration to recognize all of your hard work and dedication to donation. The work you and
your staff does has helped donor families create a legacy and makes something positive at a
difficult time in their lives. We would like to present to you an achievement certificate along

your care and concern for donation and donor families in the community. We would also like to
celebrate with, and recognize you, your staff, County Board members or any committee

Please let me know several dates that work for you, so that we can plan this event as soon as
possible ( we would like to make sure you are honored before your retirement) Again, thank
you for your support of tissue donation and most importantly for your support of tissue
donation options within your community.

Financial
- We are monitoring federal actions that may affect some of the direct federal grants that
St. Croix County is actively in process of implementing.
- We are revamping the annual department reporting process to make it coincide with
the annual Committee of the Whole meeting for setting budget priorities. This will be
beneficial by reviewing prior year data along with future year requests together.
Personnel
- There are 10 current position recruitments, including the Highway Engineer which has
been a challenging recruitment.
- We started the year with 31 new hires in January. Particularly strong in adding CNAs at
the Health Care Campus.
- Chief Medical Examiner appointment is on the agenda for March 4th. Start date April 1st.
- Retiring Medical Examiner Patty Schachtner will have a retirement open house at the
Government Center on March 31st from 11am-2pm.
Projects
- Glen Hills Park bathroom project construction moving along, on schedule for spring
completion.
- We have a fully executed lease with the Department of Corrections effective July 1,
2025. Construction of the build out for DOC Probation and Parole is ahead of schedule,
with an expected completion in May.
- Onsite clinic under construction with expected completion in May.
- Government Center first floor court room remodeling is slated for a May completion.
Construction will move upstairs to remodel the District Attorney's space.
- WCA Legislative Conference Team met with legislators the last week of February in
Madison.
- Upper Willow River Rehabilitation District has been official dissolved.
- Wildwood Trail easement granting adjacent property owners certain rights has been
recorded with the Register of Deeds. This was approved by the County Board in
November of 2023, but it took a while to survey and write the legal description for the
entire length of the Wildwood Trail.
- We had an initial meeting with Xcel Energy to discuss the possibility of a Joint
Development Agreement for the Ten Mile Creek Solar Project.

Code of Ordinances
Cover Memo
To: Community Development Committee
From: Ken Witt, County Administrator
Jason Kjeseth, Community Development Director
Date: March 4, 2025
Agenda Item: Ordinance to Amend Chapter 15 - General Zoning - of the St. Croix County Code of Ordinances
Background Information:
The Community Development Committee has spent several special meetings going over the proposed changes in
Chapter 15 to streamline duplicate text, simplify development standards, reduce procedural requirements already
covered by statute, give towns more authority, and match current practices by staff. The proposed amended ordinance
has been properly noticed for a public hearing and each town clerk has been notified via certified mail as required by
statute. If the committee recommends approval of the draft to the full County Board, staff will accept the track changes
and clean up the formatting issues. A report on the petition to amend will also be provided to the full County Board as
required by Wis. Stat. §§ 59.69(5)(e).
Arguments FOR:GROUP ONE (arguments in favor)**
Proponents of approving the rezoning resolution emphasize local municipal autonomy, economic opportunity, and proper administrative procedure:
* **Respect for Local Control:** The Town of Hudson Town Board conducted a properly noticed public hearing on January 7, 2025, listened to local public comments, and approved the rezoning application. County approval respects the decision made by town officials closest to the community.
* **Economic Growth and Tax Base Expansion:** Changing the 2.849 acres from residential to industrial zoning enables commercial or industrial development. This can bring business investment, jobs, and a stronger property tax base to the town and county.
* **Committee and Statutory Alignment:** The St. Croix County Community Development Committee reviewed the amendment and voted unanimously to recommend approval, satisfying the statutory oversight requirement under Wisconsin law without unnecessary delay.
**
Arguments AGAINST:GROUP TWO (arguments against)**
Opponents or skeptics of rezoning residential land to industrial uses generally raise concerns regarding compatibility, traffic, and residential preservation:
* **Neighborhood Impacts:** Transitioning land from residential to industrial designation can introduce potential negative externalities for adjacent home owners, including increased commercial traffic, noise, light pollution, and potential impacts on surrounding residential property values.
* **Loss of Residential Supply:** Converting acreage away from residential classification reduces the available land dedicated to housing in a growing county.
* **Lack of Site-Specific Details in Resolution Text:** The text of the resolution does not detail the specific industrial end-use, environmental safeguards, or traffic mitigation plans associated with the parcel, leaving public impact details unspecified within the resolution text itself.
